Labour administration:  A Tool For Development


ARLAC provides training in a wide range of fields to meet the needs of member countries. It offers courses on the following areas:

  • Training of Trainers.

Other courses are offered in accordance with the needs of member countries. ARLAC also assists member countries in the planning and implementation of their national training courses.

Detailed 2006 Programme

1. ARLAC Governing Council And High Level Symposium on The Role Of Labour Administration In Promoting Social Security For Sustainable Development. Venue (6 – 10 Feb. 2006, Vumba, Zimbabwe)

Objective

  • To critically analyse and propose integrated and harmonised strategies that can be used by Labour Administration Systems to promote and Strengthen Social Security Systems in Africa interfaced with the global strategy on social security.

Target Group
Ministers responsible for Labour/Employment/Permanent/Principal
Secretaries and Managing Directors/ Senior Officials responsible for
Social Security Institutions and Issues.

2. Training Of Trainers In Labour Inspection For Performance Improvement: Strategizing For Structural Transformation Through Integration Of Services (6 – 19 March 2006, Nigeria)

Objectives

  • To impart knowledge, presentation skills and attitudinal change on labour inspection in a globalised and changing working environment.
  • To impart knowledge and skills necessary for the formulation, designing and implementation of training functions such as training needs assessment, determining training content, designing training programmes, selection of suitable training methodology, initiating
    cost/benefit effectiveness, analysis and effective involvement in labour inspection training, coaching and mentoring.

Target Group
Provincial/ Regional Labour Officers/ District Labour Officers and Occupational Safety and Health Officers of equivalent rank who are trainers in Labour Inspection.


3 Concept Paper For The Introduction Of a Post Graduate Diploma/Degree Training In Labour And Employment Studies At ARLAC. Discussion Meeting. (3 – 7 April 2006, ARLAC)

Objective

  • Develop A Concept Paper On The Proposed Introduction Of A Post Graduate Diploma/Degree Programme At ARLAC.


4. The Role of Labour Administration Systems In Promoting Safe Work. (8 – 12 May 2006, ARLAC)

Objectives

  • Analyse the Role of Labour Administration Systems and especially Labour Inspection in Promoting Safe Work in an Integrated dispensation.
  • Identify the current best practices on Labour and Occupational Safety and Health initiatives
  • Propose the way forward for Labour and Occupational Safety and Health Inspectorates in Promoting a Preventive Culture.

Target Group
Senior Officials drawn from Governments, Workers and Employers organisations dealing with Labour Inspection and Occupational Safety and Health.


5. Governing Council Meeting And High Level Forum On Labour Administration And Productivity Improvement (Geneva, Switzerland) June 2006

Objective

Analyse and propose a harmonised framework within which to mainstreaming and integrate productivity issues in Labour Administration Systems and the national development agenda.

Target Group
Ministers responsible for Labour and employment and Permanent/Principal Secretaries, Directors General, Labour Commissioners and Directors responsible for National Productivity Centres and productivity issues generally.


7. The Role Of Labour Administration Systems In Promoting Youth Employment in Africa. (24 – 28 July 2006, ARLAC)

Objectives

  • Critically examine the problem of youth un-employment in Africa and suggest/propose ways and means through which this can be addressed.
  • Propose the way forward for best practices in youth employment and poverty reduction for sustainable development in line with AU Ouagadougou Declaration.

Target Group
Policy makers and senior officials drawn from Government, and selected Workers' And Employers Organisations dealing with youth employment issues.

8. The 1998 ILO Declaration on Fundamental Principles and Rights at Work and the Vulnerable Groups. (14 – 18 August 2006, South Africa)

Objectives

  • Identify the vulnerable groups in the labour market.
  • Identify and propose affirmative strategies that can be used to empower the vulnerable groups through mainstreaming of the Fundamental Principles and ILO Conventions.
  • Propose the way forward for the realization of the Declaration on Fundamental Principles and Rights among those vulnerable groups.

Target Group
Senior officials drawn from Governments and selected Workers' And Employers' Organisations dealing with Labour Administration and Fundamental Labour Conventions issues in their respective Organisations.

9. Strategies For Promoting Best Practices In Child Labour And HIV/AIDS Prevention Mechanisms: The Role Of Social Dialogue. (11 – 15 September 2006, Ethiopia)

Objectives

  • Analyse best practices in child labour and HIV/AIDS intervention measures.
  • Identify the role of Social Dialogue in HIV/AIDS mitigation and child labour interventions.
  • Propose the way forward for effective child labour and HIV/AIDS policies in the labour market.

Target Group
Provincial/Regional and District Labour Administrators and selected workers and employers who are dealing with child labour/HIV/AIDS issues.

10. Labour Law Reform And Social Dialogue: Influencing National Labour Law Under Globalisation

Objectives

  • Analyse the role of Social Dialogue in promoting Contemporary Labour Law Reform.
  • Identify the Challenges that Globalisation Poses to National Labour Laws and propose the way forward.

Target Group
Senior Officials drawn from Governments, Workers and Employers’ organisations dealing with Social Dialogue and Labour/Industrial Relations in their respective organisations.
